What the EU actually requires

Packaging carries two obligations that are easy to confuse. They are enforced by different bodies, on different timetables, and meeting one does not cover the other.

Where brands get caught out

Packaging EPR is not one registration. It is one per country, each with its own scheme, portal, reporting format, fee basis and deadline — Germany through LUCID and the ZSVR, France through CITEO, and separate schemes again in Spain, Italy, Austria and the rest.

PPWR then adds design and labelling duties on top, applying to the same packaging. Most non-EU brands discover the gap the same way: a marketplace asks for a registration number they do not have, and the listing comes down while they find out what is missing.

Frequently asked questions

Is packaging EPR the same thing as PPWR?

No. PPWR is the EU-wide regulation governing how packaging is designed, minimised and labelled. Packaging EPR is the national system that makes you register as a producer and pay for the waste your packaging creates. You need both, and being compliant with one says nothing about the other.

Do I need this if I only sell through Amazon?

Yes. Marketplaces do not take on your producer obligations — they verify that you have met them. Amazon, eBay and other platforms ask for your EPR registration numbers and suspend listings that cannot supply them.

Which countries do I have to register in?

Every country where your packaging reaches an end customer, whether you ship it there yourself or a marketplace does. We work that list out from your actual sales footprint rather than registering you everywhere by default.
